  • 2012 NEMA Biennial Report
This report is based on the NEMA 2012 Biennial Survey, which was conducted in late 2011 and included extensive questions pertaining to policy, programs and expenditures for FY 2011. The only exception to this was one budget question that related to FY2012. The 48 member states of NEMA, three territories and the District of Columbia responded for a total of 52 responses. As the name implies, this survey is distributed every two years.

The Biennial 2011 was a year for the record books, marking 99 major disaster declarations. Often referred to as presidential declarations, this is the highest designation a disaster can receive from the federal government. It indicates the severity and destruction of an event, and makes available the greatest amount of federal assistance. The 99 declarations shattered the previous record of 81 set in 2010. This also follows a decade from 2001-2010 with the most presidential declarations since the Federal Emergency Management Agency (FEMA) started tracking the numbers in 1953, averaging almost 60 a year.
