An in-depth analysis NEMA has conducted since 1996. The current report contains information on state emergency management organizational structure and personnel. It addresses the funding of these agencies - including the Emergency Management Performance Grant - and how states pay for their share of disasters.

In January 2018, NEMA, as one of the 22 partner organizations of the National Homeland Security Consortium, embarked on an ambitious effort to examine the SHSP and UASI grant programs and how effectively they support terrorism preparedness nationwide.
 
Since 2010, the National Emergency Management Association (NEMA) and the U.S. Council of the International Association of Emergency Managers (IAEM-USA) and have offered this joint report detailing the return on investment realized by the Emergency Management Performance Grant (EMPG) program. This program is the only source of federal funding provided directly to state and local governments for all the functions which help build a robust emergency management system.
