These webinars are designed to focus on practical applications, critical issues, emerging trends, innovative approaches and best practices.

This webinar will focus on Implementing FEMA’s FNSS Guidance.

Jurisdictions across the nation are consistently being challenged with the need to reconsider shelter operations to meet the access and functional needs of children and adults with disabilities in accordance with applicable Federal civil rights laws.  A substantial number of jurisdictions and urban areas are being faced with the requirement to effectively plan for, execute, and sustain sheltering operations for a large number of individuals, with and without access and functional needs, in locally designated shelter facilities. There is an increased amount of pressure being placed on jurisdictions to not only understand, but to also comply with Federal civil rights laws in their emergency management programs. As we have seen over the past several years, those jurisdictions that do not comply with Federal (and State and local) civil rights laws remain at risk for lawsuits. The Federal Emergency Management Agency’s (FEMA) November 2010 Guidance on Planning for Integration of Functional Needs Support Services (FNSS) in General Population Shelters is intended to assist planners to meet the access and functional needs of children and adults with disabilities in their shelter programs in accordance with applicable Federal civil rights laws. This presentation will provide attendees with some solutions to these challenges that are available from both community based and private sector resources.
