Organizational structures for day-to-day operations of state emergency management agencies vary between states and fluctuate from year to year, particularly when new governors take office. Currently, in 14 states, the emergency management agency is located within the department of public safety; in 18 states it is located within the military department under the auspices of the adjutant general; in 9 states, it is within the governor’s office and 11 states have it in a combined emergency management/homeland security agency.
