The House of Representatives voted late Tuesday night, 308-114, to clear the long awaited $58.8 billion war funding bill (HR 4899), which includes $45.5 billion in discretionary spending.  The measure appropriates $37.1 billion for operations in Iraq and Afghanistan, including funds for the surge of 30,000 additional troops in Afghanistan.  The measure also provides $5.1 billion for the Federal Emergency Management Agency Disaster Relief Fund, $2.9 billion for the response to the Haitian earthquake and $162 million related to the Gulf oil spill.  Funds are also made available to the US Army Corps of Engineers for flood control projects and coastal emergencies as well as the Department of Commerce for development assistance after disasters.
